    The IRS has recognized that most people aren’t going to sit down with a pencil and calculator anymore. Tax laws have become more convoluted, but really only for individuals with specific income types or complex returns.

    The majority turn to preparers or software because of the ease, the user-friendliness and speed of a refund.

    That’s why the Service has put some oversight on unregulated preparers, with 2011 targeted as when these laws will be rolled out.
